YNAB's API Gets an Upgrade

Attention developers—our Public API just got better! In addition to some visual updates and polish, we've added some new, frequently requested, features 🎉

1. A brand-new Python client library.
2. Support for updating and deleting scheduled transactions.
3. Support for fetching transactions for a specific month.
4. Support for updating target amounts for categories.
